19時44分をもってメンテナンスは滞りなく終了したそうです。

北米サーバでは新規プレイヤーがログインできないことのあるバグの修正のため、17時30分からRanked Gameが停止、19時からメンテナンスです。
作業時間は2時間を予定しています。

EUWやEUNEについては後ほどオフピークの時間にメンテナンスを行うとしています。

Ranked queues have been disabled as of 01:30 PDT in preparation for maintenance that will begin at 03:00 PDT. We expect the downtime to last for two hours. We will update this post as the maintenance progresses.

It's a maintenance to fix a bug that prevented some new players from logging in.
